I think that is tested with the DFI boards. Not just PSU's in general.

so how are epower Tigerseries? Ive noticed most power supplies with Higher Wattages only produce like 1 amp more on the rails. Example a 620 watt PSU only having 18 AMPs on the 12V line where a 550 Watt has same amperage. My 500 has 17Amps on the rails, Holds its own with Top Tier video cards. I noticed the Mushkin HPs not being in a good Tier, but has anyone tried one currently, possible they have changed it up a little. http://www.mushkin.com/doc/products/power_supply/hp-550.asp

Well I wouldn't go for a dodgy PSU, modular or otherwise ... I've never owned a Silverstone, but the reviews are glowing.
If that were remotely true, a list like this would not be needed at all. PSU standards are a joke, and there are lots of tricks that unscrupulous companies use to bend those standards. Then there are supposedly "good" companies like PCP&C that spew FUD about things like modular plugs one day, while releasing a modular PSU the next.

I'm sure the real truth of the modular plug matter is somewhere between the "2 feet" quoted by PCP&C and the "no effect at all" claimed by some manufacturers. In a high quality, robustly designed power supply, I have no doubt that modular plugs have a very small effect on overall performance. On the other hand, I am sure that dodgy PSUs that are also modular are extra-dodgy because of it. Additional points of failure are never a good thing in cheap gear.

Hmm, I see that the Silverstone DA750 is rated as 'Tier 1' in the second list that Dublin posted (http://www.hardwareanalysis.com/content/topic/66076/?o=0#483977) - Silverstone OP/DA >700W. That's good news. I think that's a shoe-in for me.
I was also looking at the OCZ GameXStream line, which look like great PSUs, but the problem I noticed was that in the case I want (Antec 900), the PSU is mounted upside-down on the bottom, and the cables from the PSU would ugly up my windows view. Any other unit I found with a blue LED fan like the OCZ turns up to be a crappy unit.

ya but not enough to affect overall performance of a product, otherwise it wouldnt be sold if it doesnt meet or exceed standards. Im running a Neo HE 500, on a HIS X1950 Pro 512 AGP (Not an overclocker), CPU is overclocked slightly to bump up performance (2.36GHz 214x11) that slight boost helped it majorly, eventually i will move it again, then probably top it off at 2.4 (got to remember this is a XP CPU). Also if im not mistaken your PSU is in Tier 2, which mine is aswell.
