[1] No idea.  But the device will be only part of the spending -- surgery, insurance, and the external device that generates the graphics / data (remember it's only a display).&lt;br /&gt;
[2] Yes.  Small incision and local anesthesia performed by a licensed physician, most likely.  The most dangerous and tricky part, as I imagine, is to branch out an artery for supplying the device.
