Ok i've updated all the options that's in device manager, most of which said that they had drivers that were up to date, if there's a program that can give me the most up to date for all my hardware/software that's better than device manager plz tell me. Now after i've done all of that I occasionally get the 100 at the start and most times I get a this weird fluctuation between 93-94

Counterstrike 1.6 relies mainly on CPU, not graphics power. So your cpu will probably have much more bearing than your graphics

Sounds like a game-engine issue. Your hardware should run 1.6 higher that 100 FPS (I get about 200), so perhaps check-out the Steam forums or FAQ's

Good Luck!
When I start 1.6 (steam) I get 100 fps no trouble at the start but when I open a window such as servers is lags heaps like 20-30 fps drop. In game I usually keep a steady 100 but when I get into water at aztec it lags aswell even when opposed with a few people at A long(dust2)
