I moved this thread to the gaming section (although now I am wondering if it should be under a hardware related section), but yeah those specs are pretty weak for most games made in the last 5 years. Games from the early 2000s and late 1990s you should be able to play without a problem however. It would help to know what you are using for a videocard though as that can make a big difference. If it's an onboard/integrated video chip then you can forget gaming on that system.

That's a typical symptom of inadequate hardware to meet the software requirements. Sempron processors will struggle with any application they run. They are really only meant to run inexpensive Internet/email only computers.

The second issue that frequently prevents games from running is an inadequate graphics adapter. Judging by the processor, I would conclude you are either using an onboard VGA device or a very weak graphic card. To make your computer capable of running those games, you will have to at least get a better graphics card; however, the processor will be a major bottleneck to anything relatively modern. As such, I think you just need to invest in a new computer.

Sorry there is no quick, free fix for you.

First - WRONG Forum. FAQ is Fequently Asked Questions, a place to post Answers not questions.
Second - playing games through most Internet Cafes is hard at best, and impossible at worst in most situations. The proxy settings and shared bandwidth necessary will usually interfere with smooth gameplay.

I wasn't able to tell from the post if you are trying to run an internet cafe, or just play games from one. If you run it, then you may need to talk to your ISP about your bandwidth and throttling.
